Health Insurance Marketplace. California has its own state Health Insurance Marketplace, Covered California. This state has the most extensive Health Insurance Marketplace, with a total of 1.51 million beneficiaries in 2019.

The Open Enrollment Period generally runs from November 1 to December 15 (although in some states that manage their own markets this period may be longer). California is one of three state Marketplaces that has decided to offer a three-month window for enrollment.

Eleven insurers offer plans on the Marketplace.

Penalty for not having insurance. The penalty set by the Affordable Care Act (ACA, also known as Obamacare) was repealed of January 2019. More information on the penalty. The state is considering its own individual mandate.

Medicaid. California expanded Medicaid under the ACA. Medi-Cal covers 12.2 million people, which makes it the largest Medicaid program in the country.

Work requirement for Medicaid. California has not imposed this requirement.

Health care for undocumented immigrants. In California, undocumented children have access to health care through Medi-Cal, as long as they qualify under their family’s income. DACA recipients, or dreamers, also have access to health care.
